corsair coat's implicit stat

hey there, would like to know how corsair coat implicit +5% movement speed works

here is a thing - if there is no any other increasing on movement speed, i equip this coat and got only 2% in C window.
if there is already 45% increased speed form other items and passive tree, wearing coat gives me ZERO to movement speed.... so what's the deal? is there any movement speed cap or it is another nicely broken thing in this "beautiful" game?

more of that... wearing Hyrri's Ire reduces my movements speed from 46% to 42% ...

are movement speed mods bugged?

Body armors and shields have a hidden movement speed penalty that is applied as a multiplier to your base movement speed.

Body armor
Purely strength-based: -5%
Hybrid including strength: -4%
Non-strength: -3%

Shields
Purely strength-based: -3%
Hybrid including strength: -1.5%
