Herald of Ash Spirit Gem becomes unusable despite identical gem stats (possible corrupted gem state)

Last night i accidently turned off my herald of ash, and i could not turn it back on. i had to cut a new skill gem. both level 19, both 20% quality. the new one i cut works, old one will not.

I am a level 91 titan. 259 strength. 159 spirit. i am using the exact same gear, one works, one does not.

i tested re logging, weapon swapping, i even waited over night, with a pc restart (PC shut down through the night, until after work the next day). I tested with multiple weapons, level 78+, i tested with zero support gems. i even put my support gems in the new one that i cut, and it works, while the other one will not, even with no supports.
