Permanently Missing Life

While running a map, a portion of my life would not longer refill using a flask. I was stuck at 815/1230 life. After finishing the map I tried using the well, logging out, and closing the game. Nothing changed until i removed all of my gear and reequipped it. Now I'm sitting at 1057/1230 life that still will not recover. As far as i can tell i have nothing that removes a portion of my life whether its active/passive skills, equipment, or debuffs. I have no other explanation other than it is a bug.

Well after some checking i noticed the Ascendency skill Eternal Life says life cannot change while you have energy shield. Whether that means healing as well as losing it i don't know. Not allowing it to heal at all even using a well or in town seems like it might still be a bug.
