The current behaviour is the following: the explosions from VBA only ever happen at the very end of projectile's course. Any target pierced/chained/returned from will NOT trigger an explosion.

the changes to projectile behaviour in 3.21 affected both Caustic Arrow and Vaal Burning Arrow in a similar way (both skill function similarly), resulting in unintended behaviours in both.

CA being way more popular than VBA, it was quickly noticed and brought up by the community, leading to a quick fix in 3.21.0c Hotfix 2 : https://www.pathofexile.com/forum/view-thread/3372672.

But the burning arrow has still not been fixed.
Before patch 3.21, explosions occurred both in the target area and on the enemy it passed through.
