Waystones question

Hello!
New player here. Standard league I'm at endgame, my char is level 78 and the question is, why doryani npc sells tier 6 waystones? It's very annoying because with t6 maps you barely get any xp, and if you die, you lose xp that you gathered in 2 maps. After being pissed of by this thing I decided to purchase a t14 waystone from trade market and used it in a normal map. Guess what, I got tons of xp from it, I leveled up to 79 and guess what, now Doryani sells T13 waystones. Really? Is this a bug or a feature? Maybe I didn't underatand how waystones are working? As you progress tiers, the higher waystones will be available, stock will refresh every time you level. Tiers go up to 14

The thing is they are not refreshing as you level up. That's what I'm saying. From t6 to t13 from 78 to 79?

Doryani sells waystones one tier below your highest-completed tier up to a maximum of tier 14.
