Invisible Hooded One

I just did Kin Island and when I killed the boss. I watched the landing animation for the Hooded One. I heard the sound effects, heard the weapon piece being pulled. but he's not there and he's not available for being selected to move on. I see return to ship but I can't continue. Any advice. I've reset the map seven times. I waited for the timer to run out. I've even logged out and relogged in. I haven't been able to complete this for four days. Need some help.
