"reduced slowing potency of debuffs on you" doesn't work against some slows

I have over 100% reduced slowing potency thanks to the titan small passive ascendancy and I can eat chilled ground and temporal chains. But the passive doesn't seem to do anything against some slows like temporal bubble and spider's web.
