I am unable to install PoE2

There doesn't appear to be a PoE2 tech support forum so this is the only place I know to post.

I installed the PoE2 launcher but every time I open it I get the message:

"Unable to open Content.ggpk. You Might have another copy of the game already running."

I have no other copies of the game running I have scrubbed my hard drives for anything related to Path of Exile what so ever. I have deleted the Content.ggpk from the initial install, I have uninstalled the PathOfExile2Installer.exe multiple times. Every single time I run the launcher I get this same message. I've scrubbed my registry for past installations, I've checked every drive on my computer for a Content.ggpk file. I'm at my wits end on this. Any advice would be helpful.

Have you specifically restarted (not shut down) your PC at any point?

If something is keeping the Content.ggpk file open in memory, that's a sure fire way of ejecting it from RAM.
