Hailrake not dropping the medicine chest

Hi, I'm encountering an issue with the Mercy Mission. I have finished the game in normal, and am now onto cruel, my issue is, when I kill the Hailrake on The Tidal Island, it does not drop the medicine chest. I have completely logged out of the game 3 times and tried again, and it still does not drop the medicine chest, am I missing something?
