The Empower (and Enhance and Enlighten) supports are a bit unique. They have 3 levels in total and take an extremely large amount of experience to level up. Empower gives +0, +1, +2 skill levels to supported active gems. Enhance gives +0, +8, +16 quality bonus to supported active gems. Enlighten gives +0, +6%, +12% increased experience gained by supported active gems. They each get "This gem gains 5% increased experience" per 1 quality. --- Empower is usually used with skills that benefit heavily from increased levels, such as Poison Arrow. Enhance is usually used with skills that benefit heavily from their quality bonus, such as most curses or Detonate Dead. Enlighten is... not very useful, since it's often better to just level up another gem in its slot than to use it. --- Most people get one Empower gem and put it in their weapon swap to level up passively, and pass it around between characters. This is because it's the only way to make them level up faster. Put a max level Enhance with a max level Enlighten with a level one Empower/Enhance/Enlighten and then you can level it up quickly. This is because the Enhance causes it to gain experience from quality and Enlighten increases xp gain directly. Edit: Enhance gives +24% quality at level 4, so this means 120% increased experience gain from Enhance alone. Enlighten gives 18% increased experience at level 4, which is almost nothing compared to Enhance but it applies to non-"en" gems. Edit: SUPPORT GEMS DON'T SUPPORT SUPPORT GEMS.
