Dominating blow must be one of the best uses for ST - the mana cost is very high and it benefits greatly from many auras, and you also don't rely on weapon damage exclusively (of which ST has plenty, but is still surpassed by rares).

Back when invasion/ambush were first coming up there was a very nice Reave build using ST... looked quite strong.
