Have a similar issue on my laptop.
Trying out many things I came across a rather weird workaround. - Start game (will run at about 21-22FPS in Windowed/Windowed Fullscreen) - open Nvidia Control Panel - Select Change resolution - select any resolution (preferred a division of your native resolution) and hit apply - when asked if you would like to keep the changes, select NO Game runs at 60 FPS. Unfortunately you have to do this at least every restart. |

I think g-sync is much worth while you use nvidia's graphics card. G-Sync processor is Nvidia’s solution to implement adaptive refresh rate. But, it needs an dedicated hardware module. Nvidia comes with built in module which handle the refresh rate. Also it doesn't shoe stutter issues. If you want some more information about g-sync click here.
