Yes, you can go a long way with a rare amulet like one of these. But if you want (and you do) to be able to wear any gear, and lv all gems to 20, you would probably want the astramentis.
Without it I would only have about 75 dex, and that would mean mediocre green gems.
I would say, start out with a cheaper rare with high int + to all attributes, and switch to Astramentis as soon as you can afford it.
I just tried this build because I got my hands on an Astramentis and it's the most comfortable I've been able to run uber lab.
-other builds for comparison: Mortem Morsu Assassin, Scourge Claw Blade Flurry Assassin, Ngamahu's Cyclone Raider.
Not as good dps as the assassin's, but you can just facetank him at lv 80.

I had my doubts to about buying the astramentis early, since when i started this build i only had like 1ex and a few chaos. A normal astramentis would give around +20% es and +10% spell damage + u'll never have to worry about your stats again. They are 70c atm in LHC, u can make this build without one to start, but i recommend this to be your first serieus investment, it makes things so much easyer. (prices are almost the same on normal legacy)
He has a leveling guide with skilltrees for level 15 - 39 - 53 - 61 and 85 at the bottom of the guide, which is the most detailed leveling guide i have seen so far.

Hey, nice guide, however I was wondering why you took elemental overload when the crit chance of orb of storm is so low, seems like it wont trigger that often.
Also, I'm currently using the Magnate belt (+20-25% all elemental resistance when you have 200+ strength) with Astramentis + strength boost from other equipment, is this viable?

Well i bought astramentis but i got left only now 60c and idk if its gonna be enough to gear my character for maps als im not sure how you do ci at lvl 33

This has not much to do with this build, but i recently bought new gloves, and been trying to get the right colours for a few days now. 1800 Chromatics later and i stil havent got the 3red/1green combo.
I've been spamming the "atleast 2 red sockets" at vorici, i never had this much trouble with my current gloves. How did u guys manage to get those colours? What would be the best way to keep trying?
put vorici 2R on it. this makes the first two sockets reds. then use vorici "2 sockets", which costs 1 jewelers orb. this will preserve the 2 red sockets! then use vorici "3 sockets" for 3 jewelers orbs. if you hit a red or green socket, fine, otherwise repeat those steps till you hit a nonblue. afterwards, repeat this process with vorici 3 sockets and vorici 4 sockets.
this way, you spend something like 200-300 jewelers instead of the 800 something chromes it costs on average if you do it via chromes.

I'm really baffled that so many of you didnt know about this new method. It's been huge on reddit about 1-2 weeks ago, and pretty much all streamers have talked about it recently.
