You need to download the Path of Building programme. The Pastebin is a link that you paste into Path of Building(PoB) and it generates all his stats/skills/gear/tree etc and shows it to you.

I have an elder helm with conc/burning and less duration...since arcane surge puts a duration tag on RF would the %more apply to it from less duration also?

I've played the game in Breach League and took a break since Legacy. Now I'm planning to come back.

Is this build still relevant? Is it a good league starter? My first characters in leagues, were always bad but I want to make an exception.
