In path of building you're using vaal pact, and in the 3.1 skill tree you're not. Both are made in the 3.1 patch... so, use or not vaal pact?

Added to Attacks Vinktar is the best, Ele Pen Vinktar is good too.

Are you sure is not Added to Spells?

Added to spells do nothing since Kinetic Blast and Barrage are attacks.
Hope that clears this up.

Regarding Vaal Pact, Toma says he does take it, and it should be reflected in both trees (as of 3.1) whenever he gets around to updating it (Not sure if he updated yet but yes should take Vaal Pact)

We deal many small
hit's, you will never shock bosses with barrage.

150 jews, 53 fuses, 1.5k chromes. So basically if you want a 6L, you need insane RNG and be rich enough to chrome it after.
