Headhunter in Legacy

Yes. Legacy versions of uniques with old stats can be found in reliquaries, regardless of whether they were league-specific uniques or not. Keep in mind that we don't have a list of items available as relics yet, so don't get too hyped up about any particular item.

League-specific uniques with their current stats can be found or chanced in areas where their league is active.

HH can't drop from a relique afaik, and the Legacy uniques can even be the unbuffed ones (if buffed now). so you are correct.
