What's the deal with the new Ralakesh boots?
Lighting Warp is a movement skill. So is everything else. If you move, not walk, move, you lose the charges. You literally have to plant in one spot. The second you warp, spin, jump, anything, you lose the charges. GGG is pretty literal man.

About the only use I can see for them is using them with the Elder uiques that inflict DoT based on number of charges. E.G Hopeshredder on a raider, stand still to fire a few shots off and gain frenzies on kill, then when you need to move you lose all the charges and don't take the DoT.
However, there's this thing called Phase Run, and also Rotgut, that would accomplish the same thing while not taking up a good slot with a low-value unique. So I dunno really, seems like something that might synergize with other items in the future. Otherwise I see no area in which this item excels at all. |

Pretty sure those boots are meant to be used with the Hopeshredder Bow:

IF you conduit all your charges to party members.... do they lose theirs when they or you move, or would constantly giving others charges be a bad thing?
