Question about Thief's Torment (Prismatic Ring)

I'm not sure if I understand a minion mechanic or if there is a bug (in player's favor) with Thief's Torment (Unique Prismatic Ring). When do items/buffs affect just the player and when do they affect minions?

According to the Wiki page for minions,
"
Neither passive skills nor stats from the player's equipment affect minions unless they specifically state "Minions _____".

To my surprise, Thief's Torment does provide it's life per hit buff to my minions. I can see the +59 life per hit buff in the hotkey bar and Character Sheet for my Zombies, Golems, Specters, and Animated Guardian.

I really like the buff for my minions, but am curious to know if it's intentional or a bug. Though I've been playing for over a year, I'll admit that maybe I just don't understand the mechanic. Is the description supposed to say, "...each Enemy hit by your Attacks or your Minions"? If it is intentional, I wonder if there are other items affect my minions that are missing minion text in the item description.

Below, is the text description of the item (sorry, I don't know how to post pictures)

It is just a tooltip display bug. Your minions do not actually get the bonus.
You can see a similar issue when you have flat added damage to spells: things like SRS will show that they do damage, but it is ... technically correct, but useless, information.

Specifically, if you hit something with the spell that summons the minion, it would do that damage or leech that life. Since you never hit anything, only summon the minion, it has no effect in-game. Your minion does not inherit that effect.

in this case it is something else going on, because life on hit from the ring is not supposed to apply to spells

It was a generic example.

This is not the same issue. With the thief's ring, the tooltip actually says "Minions gain 50 life per each enemy hit by their attacks". It does not apply just to the minion summoning spell (which it can't, because it only applies to attacks), but for some reason it affects the tooltip of the actual minion.
@Abdiel:

it seems "we've just encountered the middle of this conversation" :)

It feels like its working, my minions feel more "healy". I can only provide anecdotal feedback, since there's no combat log to quality control the issue as an end user.

Since both the tool tip and the character sheet show the buff, I suspect it IS working. Can anyone think of a way to test it? Alternately, can a Dev take a look at the code please?

Make sure your minions have no other sources of leech or regeneration, get them damaged, and let them beat on something that doesn't fight back (like a totem).
The trouble with testing is the micro measurements involved. My weakest minion, the zombie has 15,000 hp. When it hits a single target, it gets back 50hp (0.3%). Such small amounts are unnoticed unless you stack AOE and Attack Speed.

It seems like its working, but really hard to tell for certain.
