Can this build do hall of grandmasters?

Is the Intuitive Leap/Overcharge any useful if we already have PCoC, Blood Rage and Warlord's Mark providing all 3 charges 100% uptime? We dont really get that much HP/Mana either from unnallocating at the top of witch start. Would that jewel spot be more useful with a DPS/life jewel?

what gems should i quality first? and as I just got into maps, lvl 85, what gear should i be looking to upgrade? missing, inpulsa's, taste of hate, and using divinarus and decent sceptar
