No. The enemy simply is chilled for a certain amount based on damage dealt relative to their health. Ground chills ensure this is at least 10%, while your hit might make it higher. But they're only ever chilled by one amount - the highest. Chill is a state the enemy is in, not something you stack. Multiple different DoT skills do indeed stack. That's not what the gem said. It specifically had two sets of buffs pertaining to chills, one for "chilled by skill" and one for "in chilling area". You'd think they'd stack by the wording, but that sounds OP if it were true.
