[3.5] Lewd's Cold Hard CoC Build Guide [Frostbolt/Ice Nova] 2.3M+ Shaper DPS Tanky

Hi, im a bit noobie in PoE and i have a question.
Can i use leveling tips from this build https://www.pathofexile.com/forum/view-thread/2285205 for that build?

first impressions: this build is super popular on poe.ninja but it's honestly very meh. the clear isn't that good since half the time your shield charge does frost bolt so you basically always have to hit twice in each pack. i think qotf would just be better and only cyclone around i'll consider that but it's gonna be super hard to get the evasion required tbh.

i've also barely played it so maybe it just takes time to get used to. that's how most builds are. but if that doesnt work out i'll probably switch it to some other kind of coc and make my own build that's similar

my gear btw: (yea most my gems are low but it's not really relevant to the playstyle, my damage is fine)
