It specifies that it is only applicable to spells, not just skills in general, as well as it states in gem description "Cannot modify the skills of minions."

I wasted 10ex on crafting and got nothing don't want to waste more ( No one selling the +2 fire and fortify ) on market. So I will gonna move on and play other builds for now until someone selling.

for some reason it wasnt ablee to craft min attk/cast speed so went with trigger socketed spell.

How I crafted :
bought a 6socket (i hate trying to 6s) ilevel 80 elder staff.
(i80 minimum higher = harder to get mods u want because it can roll more mods) i80 lets u get fortify 20 and +2 fire gems.
scoured it
20 quality
shift click fuse spam linkage (342 fuse)
rolled it with alterations about 100
none hit
rolled with chaos spam 11 chaos got
2 fire gems and 20 fortify and 2 crap resists
crafted cannot change prefix
scoured item
left with +2 fire gems and fortify.
craft multimod
then whatever else you like. 2 suffix 1 prefix open for crafts
so total cost 21 chaos orbs + 2 scouring orbs + 342 fusing +100alterations + 2 ex (multimod) minion mod (4c) cast speed ( 1 exalted) trigger socketed spell (4c) prefixes cannot be changed 2 ex
so 29 chaos, 2 scour, 342 fusing, 5 exalted orbs
