This is in your 3.11 Change in the guide. I'm not sure if you're referring to Blast Radius and Arcane Expanse. Is the "not" wrong or am I missing some other AoE nodes I just don't see?

Do you take CI right when you get up to that part of the tree?
So around level 30 or so? Or is it more based on if you have the proper gear with enough ES?
