How do I get more ES?

First of all, this is not a life build, so you have to get it out of your head that a 6-7k HP pool is good enough. It isnt. You really want to have 8-9k ES at a bare minimum for this build to feel good in end game content. With that said, its easy to achieve, but you need to keep in mind the rolls you are looking for.
Step 1: Getting to 8k ES
100c can buy you all the gear you need to get here (barring shavs and amulet). You are looking for the following:
2x Moonstone rings with T1 ES rolls - dont craft these, buy them. they are cheap
Boots with 150+ ES - Sin Trek or Doryanis are great budget options here.
Helm with 280+ ES - Easy to craft with dense fossils.
Crystal belt with T1 ES roll - easy to craft w/ alt + aug + regal
Energy from Naught cluster jewel.
at level 90 that should put you around 8,500ES. Each level also nets you another 150 ES or so from passive ES nodes.
Step 2: Getting to 10k ES
For this you are probably looking at 4ex or so (league dependent)
You will need:
80 Defense Catalysts - apply these to your belt, amulet and rings for a nice boost.
An aura effect cluster jewel with first among equals and stalwart commander
1-2 (depending on level) %ES rolls on rings or belt. These can get expensive. With rings, spamming dense fossils is the best way to craft, but buying can often be cheaper.
That will net you 10,500 or so.
Step 3: Getting to 12k ES
Generally this is not worth the investment, but its possible for sure.
You will need:
320+ ES Helm
%ES rolls on each ring and belt
%Mana as extra ES Watchers Eye (these get pricy)
Want to push it further? 14k is possible
You will need to swap off of Prism Guardian, pick up the arcane warding wheel and get a 400+ ES Shield.
Often times this is not worth the DPS trade off without having mirror tier gear, but you can reach 14 or even 15k ES w/o legacy gear.

But it seems like 100c is way underbudget for what you're talking about. Buying a 280ES+ helm is 150c at least, and I know you say to craft it, but if people could craft it for cheaper than that and then sell them, they'd be doing that.
Getting a belt/ring with a good ES and Aspect of the Spider is at least 150c by itself. And you can't do Mark of the Shaper without an expensive ring (since you're going to be tight on res with that number of unqiues so that other ring needs to be both stat-good and properly influenced).
So yeah, I guess I could get to 8-9k ES, but I'd be giving up a ton of damage to do so.

- Side note, on your gear, just a quick check shows a very low ES score overall. Also, Added lightning damage is terrible for the build. If you want to use it, it needs to be awaken level 5. Otherwise lightning pen is much better.

I do glacial cascade, at around 9850 es at lvl 95. Just vaal'd into an empower 4, considering swapping out swift assembly. Think I should setup the links some other way or just sell the empower 4?

1) Oh sorry, yeah a basic high-ES helm is cheap, though one with a Ball Lightning enchant is 150c+, so again it's a big tradeoff of less damage for more ES.
2) I guess I don't know enough about crafting to understand what you mean by this. I just know that buying a belt that you're talking about is at least 100c. If there are ways that I can cheaply make belts I can flip for 100c+ I'd definitely like to know. :-)
3) I guess I just disagree that the build has enough dps? Mark+influenced ring was a pretty big increase. Again, I could trade that off for a cheap ES ring, but I think that's going to start feeling pretty bad on bosses and high level maps. I can give it a try, I guess.
On Added Lightning Damage -- I've seen a few people say that, but PoB always shows it as higher dps than other options. I do already have Lightning Pen in my 6L, I assume the thing that you'd suggest swapping for is Slower Projectiles? Maybe I'm just reading PoB wrong? I add both two my chest, flip back and forth enabling one them as my 6th link, and Added Lightning is always higher Average Hit. And it didn't require me to try to 3G my chest, so that's what I went with.

Not having slower proj is why you feel a lack of DPS. its close to half of your total damage for the build.
On the belts, you can craft them for less than 20C in alts/augs/regals. Adding in a craft and aspect you can reliably make them for under 35-40c.
