Alright, build is decent BUT you have to dedicate your life and beyond to make it worth your while. I've used + 100ex and it still feels lacky. Guide should state that you have to min-max and tweak pathofbuilding hours and hours and you really need to be the min-maxing type of player to enjoy this build.
Most common issues:
-So litte room to change gear, always short on attributes and resistances.
-NOT A LEAGUE STARTER (worst league started of my 1600hours of poe)
-Bad single target damage even its stated its "good". Most meta builds do better single target damage with 10ex budget than this does with 100ex budget.
-Crafting the influenced items is pretty much nightmare, which is mandatory for this build to feel good.
-Ice nova explosions honestly strain my eyes, never had that issue over any game ever in my +25years of gaming history.

probably you should read the guide first and look some videos before you make a comment, if you don't like the build then dont play it. There are over 100 postive comments ingame / Forum so far about it, and then there is you. Never heard such Hate speech about the build like you do. Probably you just try to troll us

People expect God mode if they spend 100ex I guess? From past experiences when I've seen complaints like this the player is usually level 90 w/o max gems.
I always play tanky build (my internet lags) I've played some very very strong ones, a lot of them were worth over 100ex.
MS HoWA Jugg - 17k ES
STR stacking Chieftain - 28k ES
WO Occultist - 13k ES
Mana Guardian skele summoner - 10m DPS 27k ES
While others were more tanky (mana guardian), or better at boss killing (HoWA), this build is easily the fastest farmer out of the expensive tank builds I've played, and it is the most well rounded.
You will always pay a premium when playing cyclone, it feels/runs too smooth. Lots of people play cyclone no matter what build it is. You pay extra for that when making builds. But it does make things way more enjoyable than using Molten strike, or casting ball lighting or summoning skeletons, etc.
Delved to 1138
mobs getting insane with the dmg mods and normally starting oneshooting me since Delve 1100, probably should start avoid some notes to go deeper. Also getting more dps instead of ES would probably help, but I dont wanne do that. I think with the Gear atm I could go to ~1300 but I dont like to starting avoid nodes and go from one rip to another. With some adjustment I believe we could go even to Depth ~1500, but dps will probably lack and you will get even more one shooted.
I think I'm pretty much done with the build this league, selling the Gear and try some other meme Tanky high dps build.
If something changes, I still will update the guide.
