Hi. I'm new to PoE and really confused about crafting. I have been reading this guide and trying to craft a sceptre. I Alted the a magic sceptre and has given up on T2 inc lgtn dmg mod.
Really need some advises on what to do next.
First of all, the best aps (attacks per second) on your sceptre depends on your CDR. Because you don't have CDR at the moment, you want a sceptre with around 1.4 aps. But you'll want to use a sceptre with 1.6-1.7 aps once you get 14% CDR from your belt. Thus, the sceptre you are crafting now is just a temporary one and not the final one. In my opinion, you shouldn't spend too much currency on a temporary sceptre.
The "hits can't be evaded" craft costs 3 ex. No matter how you craft your sceptre, it'll always cost more than 3 ex. If you are new to PoE, 3 ex is probably too much.
Instead, I would recommend buying a sceptre or a rune dagger with the "hits can't be evaded" or "vagan veiled" mod and modify it a bit using the harvest crafting.

Make sure to choose a sceptre or rune dagger, NOT claw or dagger.
There are some cheap ones on the market, and you can save 3 ex.
You can use augment or add/remove caster (or lightning) mods on them to put %increased spell (or lightning) damage, add lightning damage to spells, +1 to level of all lightning spell gems, etc. Again, you don't need a perfect roll now because it's just a temporary weapon. Save your currency and seed crafts for future use.

Now that you got 15% CDR, you want to craft (or buy) a sceptre with a high aps. You have several choices, but Karui sceptre is one of the best ones. For other bases, go to gear > crafting guide.
It's hard to give you a good advice without knowing your budget, but I would upgrade your gear in the following order:
1. "Use augment an attack mod" harvest craft two times on your large cluster jewel (by this you'll be able to save 2 passive points).
2. Your rare ring is too shitty (sorry), the only useful mod being aspect of the spider. Remember that ball lightning is a spell and not an attack, thus "adds 2 to 23 lightning damage to attacks" does not increase your damage. Buy an elder ring with good ES, resists, dex/strength, and an open suffix and beastcraft aspect of the spider on it.
3. Amulet. As written in the guide, an amulet with good ES, crit multi, and dex/str is not expensive. You should buy one and craft "20% increased max ES", NOT increased elemental damage with attack skills, since ball lightning is not an attack. Make sure you buy an amulet with an open prefix so you can craft %ES.
4. Belt. Buy a crystal belt with 14%+ CDR, not a heavy belt. Get strength from your ring or amulet. You can consider using a sceptre with less strength requirement if it's hard to get enough strength.
5. Sceptre with hits can't be evaded. Lycosidae sucks, you want to use a rare shield as soon as possible.

I have some questions about your recommendations.
1. what are the mods am I to look for on jewels.
2. I will. Once I can get my hand on the beastcraft option. Right now, I just have to make do with the shitty one. Is there a faster ways to farm it other than just keep running Einhar quests on maps?

1. The mods don't matter, auging an attack mod will give a random notable mod.
You are spending 5 points to take overlord and a jewel socket at the moment (left), but by using a large cluster jewel with 3 notable mods, you can take them by 3 points (right). You have a very low chance of being unlucky (the position of overlord doesn't change), but let's see what happens.
I just found that your large cluster jewel is a magic item. You have to use a regal orb first. Then,
a) if the regal hits a non-notable mod, use remove non-attack and add attack, and then aug attack once.
b) if the regal hits a notable mod, then aug attack once.
2. Just buy the beast (https://www.pathofexile.com/trade/search/Harvest/vyjZQzsE) and right-click on it in the Menagerie. Keep in mind that this beast has killed a lot of exiles before. If you are not confident, buy a low-level one (level 77) just in case.
Edit: by the way, if you have 10 ex, you can also buy a watcher's eye with the "ES on hit" mod. Then you don't need aspect of the spider anymore. Buy a pair of boots with 150+ ES and 30+ MS for 1 ex, and put some elemental resists on it by the harvest crafting.

Forgot to mention about crafting a sceptre. I don't think your sceptre is a good starting point... It's not T1 and has only 1 useful mod.
First of all, it's always a good idea to check the trade site since crafting a sceptre is not easy.
I think T1 crit chance essences are the way to go, as explained in the guide. If you have a lot of fracture crafts, you can try fracturing the T1 crit mod. I explained this method to another guy yesterday, so you can check my comment.
Otherwise just spam the essences on a karui sceptre until you hit something useful (%increased spell/lightning damage, +1 to lightning gems, added lightning damage to spells, etc). Then multimod attack speed and hits can't be evaded.
Just wanted to say how GG this build feels. Absolutely crushing endgame bosses in seconds and powering through maps in no time! Have yet to die, it feels pretty damn tanky. Defo have a lot of room to improve. Need to upgrade my weapon, once i get a few more levels I will switch in more clusters, almost got my awakened curse on hit to +1 curses and maybe a better damage orientated watcher's eye.

1. The positioning of Militant Faith is wrong.
2. Your aps is too high.
3. Use a large cluster jewel to grab 2 jewel sockets for a megalomaniac and a small cluster jewel. You'll need 2 more passive points but you can take 2 strong notables.
4. Your amulet is bad because you don't need attack speed, crit chance or spell damage. Crit multi is better than crit chance and %ES (bench craft) is better than spell damage. You can improve the amulet using the harvest crafting, but you might want to craft another one from scratch at this point.
5. You want a belt with 15% increased ES, not increased ES from body armour.
6. Your new ring is not an elder item.
7. Use a magic flask with curse immunity if you don't want to die.
