I suppose that "Lucky modifier values" means higher chance to obtain top tier mod while "Lucky values" means higher chance to obtain top rool inside of a tier.

So much RNG again. Seeds for T4 crafts will likely be rarer than a unicorn and it once again requires literally living in the game.
