I purchased the most expensive pack (liberator) on Xbox, 3 days have already passed but I still haven’t received keys in my profile on this site. How to get keys after purchase on Xbox?

Just check your messages. I had the same problem aswell, but the messages tell you the amounts.

If I have extra access keys after buy one of the supporter packs are there any rule's on who they can not be given to? I do not want to do anything against TOS and get my account banned.
