Early Access titles must deliver a playable game or usable software to the customer at the time of purchase, while pre-purchase games are delivered at a future date. Read more about Pre-Purchasing on Steam.

And in your link, there is no mention of the word preload.

STEAM USERS:
Download the stand alone client so that you're ready to play when the servers open tomorrow. Then add the PoE2 client to your Steam library as a "non Steam Game." Now you get all the functionality of using Steam to launch PoE2, etc.
After EA opens tomorrow, and when it's convenient for you, you can then remove PoE 2 from your Steam library and uninstall the game. At this point, redeem your Steam key from your PoE2 account, and download PoE2 through Steam.
It's probably possible to remove standalone PoE2 from the Steam library, redeem the Steam code, start and immediately cancel the download via steam, then move the files from the standalone client to the Steam place, and select "Properties->Installed Files->Verify integrity of game files" for PoE2 in Steam. That should make Steam aware the files have magically appeared in the correct place and thus avoid having to download everything again.

Yup, I agree entirely. But that requires people to actually think about what they are doing, and have a very good working knowledge of Steam. And we're working with people that can't even read the entire first post of this thread, so I was attempting to make it as easy as possible.

So if its not possible to preload via steam and ggg knows about it, why does ggg not work around that issue and come up with a solution, because that should definately be possible.
For example, release the game on steam 4 hours earlier or something, but just dont enable login into queue or login servers so everyone can be finished downloading when servers go online. Just telling everyone steam doesnt allow preload is such a bullshit statement because its on the developers to handle this situation properly and fair for everyone.
And dont tell anyone thats not possible or illegal because its not. Releasing the game on so many platforms but only allow standalone and consoles to preload the game and not talking about it beforehand is such a L move from ggg.
And don't say we should have known that steam doesnt allow preloads for ea titles, because who gives a sh**, we just wanna play the game on ea release like everyone else and now we gonna get delayed and im not downloading the game twice just because ggg can't handle their release properly.

There is nothing here preventing preload...
In fact, if you even read the article linked there is absolutely nothing in it explaining that it is not possible for Early Access to offer preload
It doesn't even mention preload once

Because you can't play the game on steam with standalone files, that's why. Just thinking you're smarter than anyone else doesn't actually make you smart.

Theres absolutely nothing mentioning preload in what you posted.
Here https://partner.steamgames.com/doc/sdk/uploading#Preloading , it says that devs can request preload under certain circumstances and it doesnt mention EA being an exception.
Also, with most poe1 players using steam, you would expect GGG outright clarifying that steam doesnt allow preload instead of saying we're gonna get info on 'other platforms' at a later time.
