How to put Quality on "Elemental Storm"

Hey guys,
I hope someone can answer my question: The game wont let me use Gemcutter´s on Elemental storm (a skill that casts automaticly). But the Skill says that it has an additional effect from Quality (10% Increased cooldown revovery rate). Btw the skill is max level.

Any Solution on how to put quality on the skill?

I've been trying to figure this one out too. Hoping someone responds. But putting quality on caster weapons doesn't seem to work for the weapon skills so maybe just an incomplete system.

by chance that gem is a support gem? like with corrupting cry? because you cant qual up spport gems, i assume its not because you say it has a line stating quality improvements, so it sounds like a bug, otherwise -> rightclick gemcutters prism -> left click target active skill gem

I also would like to know how to as the quality for my skill is pretty big, but guess they missed it somehow for EA?

Oh nice that i am not the only guy who don´t know how to get Quality there.

I find this skill unplayable, it does minor damage, but consumes a lot of mana, especially with the 150% CD reduction. If it didn't have mana cost, I'd take it cos low damage is better than none, but how does it help you as is now? Also there is another bug, if you despec from it you'll lose all the support gems from the skill
