Ingenuity, Utility Belt - lower DPS with higher modifiers

This evening I started buying and reselling Ingenuity Utility belts on Trade to try churn out some Divines.

I already have one which I had equipped with the mod "77% increased bonuses from equipped rings"

I bought another identical apart from it having "82% increased bonuses from equipped rings", equipped that and noticed my DPS is lower on all skills while I have the 82% equipped.

This makes no sense with the rings I have equipped.
