Anyone try "As the Whispers Demand" yet?

Sorry if this isn't the right place to put this question.

But yeah, I saw this on the Ascendancy tree and while I love the idea, I was kinda confused about how you're supposed to use it. Are there passives or items that interact with monster modifiers...? Are there builds that go wide enough to adapt to all the modifiers you can get...? How good is a monster modifier on average...? Hard for me to conceptualize, so I was wondering if someone's figured out a way to make it work for them.
