Remove town portal restrictions

Remember the epic D2 days where you could quickly rush a friend through the game? Immediately portal him to Andariel, etc.
This allows for more experimentation because creating a char doesn’t take a weekend or longer. PoE2 would benefit from this too, particularly because the campaign is even longer (by a lot). If you’d remove the restrictions from tp’s people could make alts within a season. This reduces the need / desire for ascendancy respec, because effectively you can’t “choose wrong” anymore.
