Omen of Whittling

Could someone please explain to me how omen of whittling is re-rolling fire damage on this ring instead of phys?

the phys is burnished >= lvl 13 requirement
the fire is scorching >= lvl 44 requirement

the rest of the mods all have level requirements over 48

Currently the fractured mods mess up the tool tip. I've done several methods of using omens, and it has always been Tool Tip only. Omens working as intended otherwise. So if you want to manually check mod lvls u should be good to go. Why on EARTH that information isnt found in the game is beyond me. Like the way tiers go UP in rarity, these two things make crafting with omens infinitely more complex for newbies. With the great addition of the tooltip highlight help, the fracture making the tool tip bugged out only makes this issue much much more pronounced.

Ah okay, so fracture is messing it up? Dang, could have made a godly ring. Rip :(
