Are Strongbox Atlas Nodes Bugged?

I haven't seen a single cartographers strongbox in my 100 hours with this league even after speccing my atlas tree into it.

The Atlas Strongbox nodes seem to add a decent amount of Rare mobs to your maps, so they're hardly wasted.
