CPU response time/stutters

I wasn't having issues for the first around 250 hours, since then (at 330 hours now) I have these bouts of stuttering which sometimes last as long as a second to like a split second. The whole game freezes then picks back up. You can see the CPU MS response time in the graph spike when this happens. It's insane. The setup I am using is as listed:

AMD 7800x3D
Nvidia RTX 5090
32 GB DDR5@6000MHz

Again, this issue didn't exist then one day it did. I have tried clearing shader cache, re-installing, setting affinities and priorities in task manager, messed with power plan. Anything you can think of I probably tried outside of changing BIOS settings cause I'm not going to do that just for a game. The game shouldn't need that.
