Tiers are still ass backwards.
I completely agree, I hate the guesswork. I do kind of understand the reasoning with the items that drop with minimum tiers but even then it's worth it to flip that system.

Better idea. Just rename affixes from "tier" to "rank". Personally, "rank 1 = best" is more natural to me than "tier 1 = best" (though I don't see much use of tier in the real world compared to rank like rank 1 player or rank 1 team).
Regardless of whatever previous precedent we can point to (PoE1), this game currently has two systems using the word "tier": waystones and affixes. Higher tier waystone = better (generally) and lower tier affix = better which are directly contradictory. Just use a different name and it shouldn't be an issue that their order is reversed. GGG specifically mentioned regarding affix tiering that they made affix match waystone "higher = better" logic so it would not cause confusion. Logically, using the same word to describe two different tiering systems would cause confusion (why is one "higher = better" and the other "lower = better"). Just use a different word and be done with it. People should naturally be able to separate the two systems when you have waystone "tiers" and affix "ranks". |
