5% or 10% yea this was my idea actually aswell. But i don't need it i am fine with the pacing of the game
POE2 has a strict "no fun" vision. The game must not be enjoyable for the majority of players.

And then when that majority re-rolls to a meta build so they can enjoy the game, said meta build must be nerfed to prevent mass fun.

I'll hop to the runes hype train, because it gave me an idea to combine another idea I've had to help create a baseline fixes to movement speed:

Lesser Silver Rune in Armor - Grants 5% movement speed, up to 20% total
Silver Rune in Armor - Grants 7,5% movement speed, up to 25% total
Greater Silver Rune in Armor - Grants 10% movement speed, up to 30% total

To clarify, these are not always additive. If you want to go above the upper limit the mod provides, you'll need to use the traditional movement speed mods, because these new mods just give you down to 0% movement speed bonus when you're going above the total limit. Can ber used to counter movement speed reductions from gear (looking at you armour!), and slow effects from enemies when you overcap.

By introducing the upper caps in these runes, they alone should not trivialize the game, but also provide some kind of a predictable baseline for player movement speed to design the encounters for.


In my guess, there are 2 flaws with OPs design with the Haste Runes:
1. Silver rune is a better name, imho :D
2. Without any limitations, the Haste runes could be close to being the defacto end game final choice for runes: When all your character defenses and damage is good enough, you'll start focusing on MF and MS. Then the market is going to define their prize by the end game mappers, and it makes more sense to sell the Runes to buy boots with movement speed.
Could be a good idea, but for me, its more like a talisman (from wisp), that you could only put on boots (and weapon for attack/cast speed).

Because movement speed is an affix only for boots since the beginning. I dont see why suddenly, you could put movement speed on every armor part, and if you could do that in early game, dodge roll and so, fights would be totally different...

Doesn't the rune of alacrity from the phaaryl megalith do this?
