NPC/object/loot labels disappeared and can't pick up any loot

I'm on my second character and am almost finished with act 3 normal and when I entered Utzaal my loot is no longer interactable and all object/NPC labels disappear until I'm right on top of them. Tried restarting my game a few times but did not fix the issue. I do NOT have any loot filters installed.
