With the item not being too amazing, I think this is more likely a result of bad RNG on merchants (likely Alva or Tujen seeing the ilvl). I've noticed getting duplicate items myself from merchants on occasion (ie buy something, level up and see a second copy on vendor refresh).

Honestly, just another example of bad core RNG item generation.
I noticed the same thing during campaign on vendors. |
