Raise the floor of the loot

I see there are some loot improvements coming in 0.2g. I am not sure if that is going to fix the core issue around loot.

What is the point of an item that requires you to be L75 and have prefix/suffix that is T1. How about you raise the floor as the person is doing higher and higher maps.

I have analyzed the loot data. There seems to be a pattern. It does not matter what level the loot is, there is always at least 1 or 2 T1 modifiers.
