Eye of Winter Bae DPS it's right?

Good afternoon, I'm trying to put together something with cold damage skills on Storm Weaver, when I came across the base dps of the Eye of Winter skill.
Being one of the most iconic skills in PoE1 and being the last skill to be enabled, requiring a higher level, I believed that it would bring me some benefit, but its base damage is almost the same as me attacking with my own fists. Look: Deals (1–17) to (1–25) Cold Damage I'm trying to understand how to scale the dps of this skill if there is no flat damage for spells in the game. "It's pseudo intentional. In 0.1.0 this spell added a stack of critical vulnerability per hit, so the low base damage was intentional as the utility of the spell was not damage but applying a debuff in a wide area. That was nerfed in 0.2.0 and the damage wasn't increased to compensate. Hopefully that gets addressed at some point. Flameblast and Hexblast are two other fairly high level spells that saw inexplicably harsh nerfs in 0.1.0 and basically aren't used for anything anymore. I hope we don't have to wait too long for those to get revisited as there aren't a lot of good options for damage on caster builds right now. |

Honestly most of the elemental skills are really bad this patch. The curse seems fine, but everything else seems really weak.
