Armour breaker reapplication delay?

Is it possible that there is any changes going to be made in regards to the reapplication of broken armour after it is consumed? at the moment it feels extremely lack luster and not worth using exploit weakness. at least thats how it feels with using it with perfect strike to get an extra 40% damage. (yes im aware its a fire skill, i simply want the extra 40% to be a bit more consistent, otherwise different support gems offer a more consistent dps output)
