Very low citadel spawn rate

Lvl 95 - found only two citadels. I noticed that beams of light (sight of cita) on the map stop showing right after i killed first arbiter (IDK maybe its just a coincidence)

I think the saddest is that GGG talked a lot about late game boss content accessibility but the main boss still so expensive to attend ~ 4,5 div right now. Dont even want to mention that with this cost u have 50-50 chances to kill it on lvl 2 difficulty when playing non-spear oneshot build

Hope GGG will fix citadel spawn rate asap
