Infernal cry not increasing damage

Infernal cry says it gives up to 200% of damage as extra fire damage at max power with full quality but tooltip DPS never changes. It is also very obvious that I am not doing the extra damage at all, there appears to be no increase. It is a pure phys build so has no fire damage scaling but 200% of damage as extra fire should still be noticable. I am not using brutality.
