Resonating Shield skill gem got borked on leveling (bug reference 1,523,472,367)

After upgrading my Resonating Shield gem from lvl 13 to 14 something very weird happened. I am no longer able to bind the skill to a key, and the text description seems to be junk (see: "This information is currently unavailable").

This is not a problem with gem requirements as far as I can tell. I have the necessary strength and I'm level 58 (52 required), and there is no red exclamation point on the skill.

I removed all skill gems, created another lvl 13 gem and was able to slot it and bind it to a key, but after adding another skill (Shield Charge), it looks like the lvl 13 gem is now messed up the same way.

Restarting the game had no effect.
