Is the new tier system actually working correctly?

Gear drops seem to be t2 more often than t5, then when I look at them, T5 drops still appear to be better generally than t2> ?


It doesn't go for the modifiers on the loot I pick up, where once inspected T1 is obvs clearly better than T11 ...

but when an item drops on the map, gut feel is that T5 > T2.

They never changed the tier of the items. They only changed the tier of the modifiers.

Makes lots of sense !? T1 is effectively best in some cases, worst for others. God knows who thought that was logical.
I think the idea was to bring things in line to be more... consistent. But yeah it seems like a half-assed implementation or something. Like, I hate it. I try not to think about it, because it's just so stupid and doesn't appear to have much of a reason to be this way. Thank you for bringing this up. Hopefully GGG can smooth this one out.
+1 to hoping this is an oversight to be corrected sometime soon

Its not the most logical but lets be fair... Nobody has issues with remembering 5 universal tires of unidentified items. People had issues with remembering the max tire of like 100 different mods which range from 1 to 12. So no big deal
