Second Wind & Second Wind II are backward.
Currently, Second Wind is 50% less cooldown (-Recovery rate --edited for the pedant.) Second Wind II is 40% less cooldown (-Recovery rate --edited for the pedant.) What's the issue? Higher recovery rate - shorter cooldown.

less cooldown rate is the penalty for having 2 uses. Second wind 1 is the worse option. You're confusing yourself haha
