I verified files - didn't help. I rebooted PC and now am stuck in an infinite patch loop. "theres an update you need to download - please reboot" - download update and open game, theres an update I need to download.

Same here. Validating game files didn't help.

Morphed to patch loop... guess I'll retire for the night

This issue should be fixed now, you might have to restart steam and patch again.
