Actually so far almost all the threads have shown it to be a problem with the service provider, if your service provider denies their is an issue when you can see there is with the WinMTR then they are avoiding the issue. Some people are lucky and it is just a temporary thing or there was maintenance @ the ISP and the latency disappears in a day or so. There was also a massive DDoS attack around Xmas which effected quite a lot of users because of the knock on effect, wasn't even directed at PoE http://ca.news.yahoo.com/blogs/right-click/massive-internet-outage-blamed-dispute-between-spam-companies-171242551.html The other problems seem to be related to the Asian gateway and the new Australian one(which isn't even official yet) Ancestral Bond.
